EC: Serbia makes progress, but lags in rule of law

Serbia has made progress in the accession talks with the EU, but still struggles with the rule of law and normalisation of the relations with Kosovo, European Commission said in its annual Enlargement package.

It also says that “larger structural reforms of the state administration, tax authorities and state companies are still missing.”

Regarding other issues, the EC report says that “though some progress has been achieved in the rule of law, Serbia has to improve efforts and produce tangible results, especially regarding the freedom of expression.”

The report adds that Belgrade should “strengthen both the independence and efficiency of its judicial system” and “achieve a sustainable progress in fighting corruption and organised crime.”

Serbia also, according to the EC report, “should improve its role in the dialogue with Kosovo, including the implementation of all agreements, especially the one on energy.”

The EC report praised Serbia’s President Aleksandar Vucic’s idea on an internal dialogue on Kosovo. “Serbia has to continue to play a positive role in the region in regard to better regional relations and preservation of stability.”

Some Serbia’s opposition parties and NGOs have refused to take part in the dialogue, insisting to see what Vucic’s platform for Kosovo was. Vucic said on Monday he was not sure he could live up to his promise to make his Kosovo platform public in April.

EC report also dealt with Kosovo, saying Pristina had to improve necessary reforms, make a consensus on the key issues and strengthen its role in the dialogue with Belgrade.

Pristina also needs, says the report, to implement the achieved agreements especially the one on Community of Serb Municipalities in Kosovo.

It is of a great importance for Kosovo to implement its international obligations regarding legal instruments for clarification international crimes aledgedly committed in relation to the Kosovo conflict (1998-99).

EC says that Kosovo Parliament and the reform process as a whole has slowed down due to a lengthy election period. The report says that an agreement between Pristina and Montenegro on the frontier issue is one of the good things achieved in the year and a half, since it is meant to curb cross-border crime.
