Cow Penka will live, beating EU administration

The cow called Penka will live, saved by the worldwide public outcry and the blood tests proving her healthy.

The decision by the Bulgarian Agency for Food Safety to sentence Penka to death by euthanasia was overruled by the European Commission (EC) under pressure by the petition signed by tens of thousands people, including Sir Paul McCartney.

The Agency wanted to kill the cow because she wondered and crossed a border with Serbia, considered the third country, i.e., >> Pročitaj celu vest na sajtu N1 televizija << not a European Union member state.

Penka’s adventure worried the inspectors about a possible disease she could have caught in Serbia and spread to other animals and population across the EU.

Her story reached the EC which postponed the death penalty until blood analysis said whether she was healthy.

While waiting for her fate, Penka was in quarantine where not even her owner could come for a visit.

Ivan Kirilov Haralampijev, said that his cow was sad and crying. "Tears are not common with cows. She cries, she is simply sad, captured here, and she is an animal used to freedom.”

If the cows had a nationality, Penka would have been a Bulgarian, an EU citizen who managed to cross two border controls without any document.

Puzzled custom officers at Bosilegrad crossing did not even attempt to stop her, so she ended up in Serbia.

However, the problem occurred when Penka went home after two weeks where the respective authorities decided she had to die.

“I could not believe it! I said I would not allow that while they were arresting me at our border,” said Penka’s owner who ended up handcuffed.

The Bulgarian Agency decision was not implemented after all.

Officers from both sides of the border said Penka was an exception because she went straight to an official border crossing, while it was usual for both wild and domestic animals to cross the border through the woods, far away from the authorities’ eyes.

That is the reason why the veterinarians in Serbia, especially those working in the adjoining villages, pleaded for her life.

Analysts say that no matter how funny sounds the story about the caw which disrespects a law, it points at more pressing issues.

Georgi Koritarov said that “if we can say anything more serious we can tell – there is still some work to be done in adjusting to the European administration on the one hand and the real life on the other.
