Serbian official failed to comply with rules in Kosovo
The Serbian government Office for Kosovo chief Marko Djuric did not comply with regulations when he entered Kosovo on March 26, NATO sources have said.
The unnamed sources quoted by the Belgrade-based Beta news agency added that Kosovo President Hashim Thaci did not have permission from the international military forces in Kosovo (KFOR) to order a special police unit to arrest and expel Djuric.

Marko Djuric was arrested by the Kosovo polic special unit ROSU whose personnel arrived in force at the hall in Mitrovica where a round table was underway. Djuric was handcuffed, put in a police van, taken to Pristina and escorted out of Kosovo. The incident drew a fierce reaction from official Belgrade.
The NATO sources said that Djuric sent his request to enter Kosovo after 5.00 pm on Friday when all government services had gone for the weekend, adding that he sent an incomplete list of people traveling with him which the Albanians saw as failure to comply with regulations.
“The Kosovo police intervention in northern Kosovo is another matter because they have to ask KFOR for permission to intervene north of the Ibar river under an agreement with the European Union. The fact is that NATO has to be asked as well and both sides have to respect that,” the sources said.
One of the sources said that “President Thaci reacted hastily because he saw this [Djuric’s visit to northern Kosovo] as a provocation”.
The NATO sources said that there are people who are always trying to prevent any progress from being achieved in the Belgrade – Pristina dialogue.
According to the sources, the incident ended well since there were no casualties and no damage was inflicted. “The Kosovo police and its special unit are very professional and the fact that EULEX and KFOR did not intervene means that the police knew how to solve the situation,” the sources said.
Officials from Belgrade and Pristina have to sit down and find a way to form the Community of Serb Municipalities (CSM) which is a key segment of the 2013 Brussels Agreement, the sources said and added that the CSM has to be formed not as an NGO but as a structure which is not a parallel government but can protect Serb interests.
The Serbian Government’s Office For Kosovo denied the claims by unnamed NATO officials that its chief Marko Djuric failed to comply with regulations when he went ot Kosovo on March 26. The Office for Kosovo said the if “Beta’s information is an authentic NATO stand, it is a malicious piece of misinformation and shows support for Pristina counter to regional stability”.
