Serbia – Kosovo border issue on Brussels agenda?
Ahead of the renewed Belgrade-Pristina dialogue in the Belgium capital, both sides are sending messages about the future of the disputed territory with Belgrade saying Kosovo has always been its part, while Pristina hopes for a settlement that will solve the border issue.

However, Serbia’s Prime Minister Ana Brnabic has told the Die Welt newspaper, that “Kosovo has been Serbia. Full stop,” adding Belgrade will never recognise Pristina’s independence because it would not be a compromise which must be reached.
“A compromise means that we have to leave our comfortable seats, comfortable views about Kosovo being Serbia and on Serbia recognising Kosovo,” she said on Wednesday, explaining her highly criticised statement to Die Welt.
She said she thought Serbia would never recognise Kosovo’s independence, but that it should be prepared to talk about whether Kosovo is Serbia.
Serbia’s President Aleksandar Vucic said on Wednesday he was neither pessimistic nor optimistic regarding the outcome of the forthcoming round of talks in Brussels, adding that the Belgrade delegation had no any pre-condition and that its only task was to protect the interests of its people.
The dialogue under the European Union’s auspices between the two capitals continues on June 24 in Brussels after a three-month-break and amid reports that Pristina wants more direct US participation, while Belgrade says that Russia should be included as well.
On its part, Germany suggests that Federica Mogherini, the EU’s diplomatic chief, who has been facilitating the dialogue since she became the EU High Representative for Foreign Affairs and Security Policy in 2014, should choose her special envoy to continue the work because “she was too busy with other duties.”
Ahead of the new round of talks, Thaci said that “after 20 years of varying negotiations it was a high time to reach a historic agreement.”
“Kosovo’s team has been working on establishing the Community of Serb Municipalities (CSM). We will meet all our obligations from the Brussels agreement,” he said.
He added that “at the same time, the negotiations on a final accord will go on. That agreement means a dramatic change in the reality of Kosovo – Serbia relations.”
Thaci said that the negotiations would include the border issue and the changes in both constitutions.
“Serbia has to amend its constitution and take Kosovo out from its preamble.“
Current Serbia's Constitution's preamble says it is a part of the country.
Belgrade is expected to insist on the issue of the CSM since it has been hanging in the air for three years, while Pristina is also interested in an energy deal and joint border control, both of which should be on the agenda of technical talks that will precede the meeting between Tachi and Vucic on Sunday.
