Kosovo Serbs: CSM isn’t threat, it’s a must
Relations between Belgrade and Pristina have been seriously damaged following the arrest of a Serb official who entered Kosovo territory without permission by local authorities
Serb representatives from the northern Kosovo city of Mitrovica said on Wednesday (March 28) that unless Pristina started forming the Community of Serb Municipalities as stipulated by >> Pročitaj celu vest na sajtu N1 televizija << the Brussels Agreement, by April 20, they would do that themselves.
The reaction came after Kosovo police briefly detained Chief of Serbia's Governement Office for Kosovo Marko Djuric who entered Mitrovica despite the abn from Pristina authorities and their warning of arrest.
Djuric went to Mitrovica to take part in a round table discussion on the so-called internal dialogue about Kosovo in the Serb northern enclave, but was banned from going to Kosovo. After the discussion opened, members of the Kosovo elite police unit stormed the premises and detained Djuric in an action which Serbs described as beatings of innocent, unarmed civilians.
Over 30 of them sought medical attention.
“Serb deputies are now in opposition in the Kosovo Parliament, the coalition has ceased to exist,” Goran Rakic, the head of Serb List political group said, adding that the organisation entered the Kosovo government to improve the position of the Serbs, to protect them, to work with the Albanians for the future of all, but none of our amendments had been adopted so far.
Another Serb List deputy said there were 84 amendments and all were rejected. On the other hand, said Rakic, innocent people have been arrested, while everything culminated in the attack on the defenceless people.
“The Serb List sees no reason to further participate in the Government,” he said appealing to Albanian neighbours not to fall for provocations.
The Kosovo Government said in a written reply to the Kosovapress news agency that the CSM could only be formed in line with the law, adding that the forming of the Community is an international obligation which Kosovo accepted as part of the process in Brussels.
The CSM will be formed in the near future, the statement said. In addition, Pristina official said that those who try to form CMS on their own would be arrested. “They can be arrested at the moment they start working against the laws and Kosovo Constitution,” Pal Lekaj, Kosovo Infrastructure Minister, said reacting to the announcement by Kosovo Serb parliamentarians.
The situation escalated to the point that Federica Mogherini, EU Foreign Policy Chief came to unannounced visit to Belgrade for a meeting with Serbia’s President Aleksandar Vucic.
The statement after the meeting said they both called for calm and peaceful solution to the latest events. Earlier, Mogherini appealed to both Belgrade and Pristina to restrain form further escalation.
Kosovo Serb Minister for Return of Refugees Dalibor Jevtic said that the events from Monday sent the message that it was high time for the Serbs, to come together regardless of political differences, and start a common struggle to increase the number of Serbs in Kosovo.
Ivan Teodosijevic, Kosovo Minister for Local Government accused both Pristina and the West for not implementing the Brussels Agreement which stipulated the forming of the CSM.
“If they don’t want to form it we have the legitimate right to do it ourselves and decide about our own lives, he said. Some people are saying they will arrest us and I say arrest us all,” Todosijevic said.
In Belgrade, Djuric said the Kosovo Serbs would not give up on forming the CSM despite the threats by some Kosovo Government ministers. He said the forming of the CSM was the right of the Serbs and not just Pristina’s obligation but also a part of the EU foreign and security policy, having been signed by EU High Representative Catherine Ashton.
