EU’s Fabrizi: Serbia’s progress noted, more work necessary

The head of the European Union Delegation to Serbia Sem Fabrizi said on Friday the bloc had recognised Belgrade’s progress in reforms, adding more work remained to be done, mainly related to chapters 23 (judiciary and fundamental rights) and 24 (justice, freedom and security), the Beta news agency reported.

At a joint media conference after a meeting with Serbia’s Prime Minister Ana Brnabic, Justice Minister Nela Kuburovic and Minister for European Integration Jadranka Joksimovic, >> Pročitaj celu vest na sajtu N1 televizija << he said the reforms’ processes consisted of a quality law, its adoption and finally its implementation, adding Belgrade had the EU support in that work.

The meeting followed the European Commission (EC) report published by the Radio Free Europe (RFE) which said Serbia failed to progress in key areas regarding the chapters 23 and 24.

The RFE later reported that the document diminished Belgrade chances for opening any new chapters in 2018, but that there was still some time for corrections.

Fabrizi added the meeting's agenda with the ministers included the Belgrade – Pristina dialogue on normalisation of relations, Serbia’s harmonisation with the EU foreign and security policies, migrations, national minorities and other issues.

Brnabic said 2018 was focused on the reform of the rule of law, adding that since June the laws on minorities’ rights and freedoms were adopted.

She added that the procedure for constitutional changes concerning the judiciary should start by the end of the year.

Brnabic said that the laws on Agency for fighting corruption and gender equality were currently in the working and that the same could be said for a media strategy.

She told the EU member states’ ambassadors about Belgrade worries regarding the situation in Kosovo and Pristina’s refusal to honour the agreed documents during the dialogue.

Joksimovic said Serbia had sent its negotiating positions for seven chapters and that Belgrade expected to open three in December.
