Pristina - Belgrade dialogue at halt
Since it has been on hold in March, the dialogue between Pristina and Belgrade is still hanging in the air with Kosovo insisting on an agenda that Belgrade does not want to accept.
Kosovo’s officials say that the resumption of the dialogue is possible if the energy issue tops the agenda, while Belgrade thinks it should be the creation of the Community of Serb Municipalities (CSM) which is delayed for three years.

The European Union seems to have agreed with Serbia on the issue, and Kosovo is accusing the block of siding with Belgrade.
On the other hand, Washington seems to lose temper for what it sees as impotence on the part of the EU to speed up the process it wants to see done.
Belgrade media said the US sent a document to Belgrade with a package of its proposals regarding the solution, saying Serbia would get the EU membership and the CSM’s broad authority if it did not prevent Pristina from becoming a UN member state.
But the country's President Aleksandar Vucic had reportedly dismissed it as unacceptable, while some other officials said they did not know the paper.
Dragan Blagojevic, Beta news agency correspondent from Brussels, said that the EU also did not know anything about the package, but added the Americans were not happy either with the block’s role or with the work of Federica Mogherini, the EU Policy and Security chief.
“The Americans made it clear that they are in a hurry, that the Kosovo issue is not a crucial one, but that they want to get it done. At one of the latest talks I had in NATO, they said they wanted the Alliance-led KFOR troops out of Kosovo,” Blagojevic said.
The dialogue on a legally binding document to secure the normalisation of Pristina and Belgrade relations was interrupted almost three months ago when Kosovo police briefly detained a Serb official who went there without Pristina’s consent.
Kosovo police detained Marko Djuric, the head of Serbia’s Government Office for Kosovo, cuffed him and then dragged through Pristina’s streets to its headquarters.
The incident triggered a war of words between the officials on both sides and recent attacks on the Kosovo Serbs made things even worse.
Another issue that Belgrade sees as a tricky one is the formation of Kosovo’s army which Pristina says can do without the Serb MPs agreement, while Brussels says such decision has to have the consent of the ten Serb deputies.
