Serbian parliament not accessible or transparent, NGO warns

The Serbian parliament was not as accessible and transparent in 2017 as it was a year earlier, the Belgrade-based Centre for Research, Transparency and Accountability (CRTA) said in a report published on Wednesday.

The Index of Parliamentary Openness report said that the Serbian Parliament and Assembly of Vojvodina meet just over half of the indicators used to assess the openness of institutions.

The report was drawn up in cooperation with the regional civil society network >> Pročitaj celu vest na sajtu N1 televizija << ActionSEE and assesses opennes using four principles: transparency, accessibility, integrity and efficiency.

“The Serbian Parliament and provincial assembly update their own web sites which provide all relevant information on MPs, institutions and annual reports but their annual work plans are not available on their sites,” the report said.

It added that both those bodies abide by the law on free access to public information but added that they are not pro-active in making information accessible by publishing the documents they are obliged to disclose under the law.

“There has been no progress in Internet-based interaction and practically no activities on social networks and they scored very low in terms of consultations with the population,” the report said.

Neither body has adopted a code of ethics and have not regulated lobbying, it added.
