Serbian anti-corruption body warning over state aid

The Serbian government’s anti-corruption body warned on Thursday that control of state financial aid is not transparent due to a lack of adequate regulations.

“All data on the allocation of state aid is non-transparent because all the facts are not evident, starting from data on who got state aid, for what purpose and what amount or whether the public interest has been met,” the Anti-Corruption Council said in its latest report.

The report on state aid to companies was submitted to the government.

The report said that the government decree on allocating state aid does not have the power of law and cannot regulate the required norms and added that it does not include rules, rights and obligations.

The Council said the law on control of state aid does not fully regulate control over the process of allocating state aid. The records on the allocation, implementation and control of state aid do not include the exact amounts of aid and for what purpose nor whether there has been any control of spending.

The Council recommended the introduction of regulations on the mandatory repayment of funds if state aid has been used for purposes other than what it was allocated for.
