Fiscal Council warns of complicated salary system

The Serbian Fiscal Council warned on Friday that the salary system in the public sector is too complicated and biased with huge differences in salaries paid for the same job.

Under the current salary system for employees in the public sector, the difference in salaries for the same job can be up to 70 percent, the Fiscal Council said in its report on salaries in the public sector..

The Council conducted an investigation which showed that the ban on new employment in the >> Pročitaj celu vest na sajtu N1 televizija << public sector which has been in place for several years has led to random cuts in the number of employees and has caused a deterioration in the quality of the workforce.   It warned that random salary rises in parts of the public sector have also caused problems. “Salaries are set without objective criteria, based on scores of different things,” the Council said.

 Salaries in the public sector are based on a number of laws and government decrees with numerous criteria used, it added and warned that changes in criteria are arbitrary, salary rises not based on financing capabilities and that some sectors are favoured over others.

The Council recommended the introduction of an orderly salary and employment system with the annual nominal rise in public sector salaries limited by law to a level below the nominal GDP growth rate. According to the results of its investigation, positive economic trends allow a salary rise of five to six percent in 2019.
