Excessive powers to the Serbian president
Serbia’s new strategies on security and defence grants excessive powers to the president and the Council for National Security, experts warned at a debate on Tuesday.
So far, the president only pointed out problems and initiated solutions and now these documents give him the power to command the entire defence system which was in the hands of the government, Jelena Pejic of the Belgrade Centre for Security Policy told the gathering on the key consequences of the new strategies.

She warned that the new National Security Strategy strengthens the role of the head of state and changes the position of the Council for National Security which is a coordination body. Under the strategy the Council is moved to the command system where it should have no place, Pejic said. The new strategy no longer includes the obligation of ministers and all three security services to report on national security to the government, she said.
The strategy is a current document, mapping current activities and giving a coherent view of the future, Centre for International and Security Affairs chief Igor Novakovic said, and added that the strategies should call for cooperation in various security fields, such as cyber crime and migrations, which are not mentioned at all.
Center for Public Policy Research executive Director Tanja Jakobi warned that the strategy covers abuses of meteorology but not abuses of firearms. She said the document does not provide methods to determine the safety of the population.
The participants in the debate warned that Serbia’s military neutrality has not been defined sufficiently.
