The medal is awarded to individuals and institutions who have proved their good will and support, the Church said.

The initiative to build the St Stefan Decanski church in the suburb of Batajnica was launched in August 2011 by Colonel Vulevic who told the Patriarch that he wanted a church near the SAJ base.  The foundations of the church were dug by SAJ personnel in May 2012 and the money for the construction came from donations by the SAJ, an Army of Serbia unit, the municipality of Zemun and believers.
