World Bank: Non-routine jobs, inequality increase in Serbia
The World Bank says that the non-routine jobs have increased in Serbia, as they have in Europe and central Asia, and that it’s necessary to implement measures to prevent the rise in inequality among the population, the Beta news agency reported on Tuesday.
The Banks’ report “Towards a new social contract” calls for a rethinking of the social contract, rather than prescribing or even identifying a specific set of policies.

Economic progress has been remarkable in the last few decades, but not everyone has enjoyed the same gains or even the same opportunities. The aggregate indicators, such as GDP growth or employment rate, paint a positive picture. However, a different picture comes into focus when one goes beyond the aggregates.”
The trend has not bypassed Serbia, the report says. The structural changes in occupations were similar to those in Western Europe and showed signs of the polarisation.
The so-called non-routine jobs have increased in comparison to the conventional ones which are gradually replaced by technological novelties.
The report says that the regional inequality is particularly present in Serbia.
“Serbia is among the European and central Asian countries with the largest inequality regarding which part of a state people come from.”
The World Bank’s survey also says that “the poverty in Serbia has been reduced, but that the transfer from a low to a middle class has slowed down.”
The report proposes a set of three policy principles that, considered jointly, could help level the playing field and redesign a stable social contract.
They include: moving toward equal protection of all workers, no matter their type of employment, while promoting labor markets’ flexibility; seeking universality in the provision of social assistance, social insurance, and basic quality services; and supporting progressivity in a broad tax base that complements labor income taxation with the taxation of capital.
