Stick and carrot policy outdated, Serbia’s Minister says

Serbia’s Minister of European Integration told reporters on Monday that her country deserved to open three more chapters in the accession talks with the European Union, adding that the stick and carrot policy was old hat, the Beta news agency reported.

Joksimovic reacted to a European Commission (EC) documentwhich suggested that Belgrade failed to advance in crucial areas in the chapters 23 (judiciary and fundamental rights) and 24 (justice, freedom and security), the Radio >> Pročitaj celu vest na sajtu N1 televizija << Free Europe (RFE), which said it had an exclusive access to the paper, reported last week.

It later added that following that EC internal document there is a possibility that Belgrade won’t open any new topic by the end of the year.

Some media speculated that the document also conditioned the opening of new chapters with the continuation of the Belgrade – Pristina dialogue on normalisation of relations.

Joksimovic said such policy was not tenable, adding she was not officially informed about anything like that since she did not participate in the negotiations.

The Minister said that the Belgrade – Pristina dialogue was a part of chapter 35 measuring the implementation of the Brussels Agreement and added Belgrade had fulfilled its parts, while Pristina hadn’t.
