Serbian Commissioner files charges against minister

Serbia’s Information Commissioner filed misdemeanour charges against senior health care officials for alleged unauthorized collection of personal data, drawing fierce criticism from the head of the ruling party’s parliament group on Monday.

Commissioner Rodoljub Sabic filed charges against Health Care Minister Zlatibor Loncar and the acting head of the national Health Care Institute for obstructing his investigation into the Chosen GP mobile phone app.

A statement >> Pročitaj celu vest na sajtu N1 televizija << from the Commissioner’s cabinet said that the Higher Public Prosecutor had been informed about the commissioner’s investigation under the law on protecting personal data which was launched over suspicion that sensitive data had been passed to a company “of dubious status” for the purpose of “direct marketing and profiling” and that it could not contact the company.

The statement said the app’s privacy policy and conditions of use were removed from the download site and its owner of record changed from Sorsix International d.o.o. to the Serbian Health Care Ministry, The app was listed as being part of the Integrated Health Care System which is managed by the Health Care Institute and not the ministry.

Reacting to the statement, ruling Serbian Progressive Party (SNS) MP group chief Aleksandar Martinovic accussed the commissioner of behaving like a “political figure” and not the head of an independent body. He said the commissioner was waging a campaign against the president, cabinet ministers and MPs.

“The man who was chosen by this parliament to allegedly protect information of public iimportance and maket them accesible to the citizens is attacking his state daily and waging a fierce campaign against the state president, government, ministers and MPs,” Martinovic told Monday’s parliament session.

  The Information Commissioner came under attack from the authorities earlier this year when he issued a warning to the Defence Ministry over its policy of seizing and inspecting mobile phones. He has also complained that the budget for his office is too low.
