NBS promoting new Serbian payments card

Serbian National Bank (NBS) Governor Jorgovanka Tabakovic on Thursday told a promotion of the Dina Kard system that the Serbian payment card was introduced because “no state or individual is rich enough to affor the luxury of using international brand cards to pay small retailers”.

The NBS is promoting the Dina Kard system because it wants to raise the level of cash-free payments and lower the level of the grey economy, Tabakovic said.

New regulations oblige banks >> Pročitaj celu vest na sajtu N1 televizija << in Serbia to issue Dina cards free of charge when opening current accounts. Businesses accepting the Dina card will pay lower commissions than what they pay for Visa or Mastercard payments.

Tabakovic said she has a Dina card and only uses her Visa and Mastercard when she absolutely has to and warned of the expenses when using “foreign card brands”.

According to the NBS more than 80 percent of cash-free payments in Serbia are done with Visa or Mastercard with commissions running several percent higher than what Dina is said to charge. Bankers who spoke to N1 said they expect both Visa and Mastercard to lower their charges.

The Dina card can only be used in Serbia for now.
