Kosovo Serbs leave Pristina government

Serb leaders from Kosovo said on Tuesday (March 27) they were leaving the Pristina Government in protest over the Kosovo police operation in Mitrovica, prompting the question of the survival of the government.

Kosovo leaders agreed on Monday (March 26) to form a broad international working group which would cooperate with the Managing Group and the OSCE Mission in Kosovo on drafting the Community of Serb Municipalities, CSM, Statute.

The decision followed a meeting in Brussels between Taçi and Serbia’s president Aleksandar Vucic under EU auspices. The agenda included the CSM issue which has been pending since 2013, when the Brussels Agreement was signed.

It also came on the same day when the Kosovo special police unit ROSU arrested and expelled Marko Djuric, the head of Serbia’s Government Office for Kosovo, for entering Kosovo without permission from the Pristina authorities.

Thaci, Veseli and Haradinaj said the Belgrade-Pristina dialogue was a point of national interest for Kosovo and should be something that all political groups are united over, the statement said. Reactions in Belgrade to the announced drafting of the CSM statute differed. Serbian Parliament Committee for Kosovo chief Milovan Drecun said there was not agreement for Pristina to draft the statute.

The draft was completed long ago and they now want to work on it again despite the Brussels Agreement to bring it in line with the decision of the “so-called Constitutional Court” and this is another attempt to gain time by pretending to do something and actually not doing anything, he said.

Opposition MP Slavisa Ristic, a Kosovo Serb from the town of Zubin Potok, said Taci’s announcement is not the result of the talks in Brussels because, as he put it, nothing is decided there because “America decides”. Vucic and the government are deliberately raising tensions to win the CSM which will “actually not be anything but an empty shell”, he said and added that the final outcome would be a legally binding agreement which will “unfortunately, mean the recoginition of Kosovo” by Belgrade.

The Brussels Agreement was signed on April 19, 2013. Under that agreement, the Pristina authorities accepted the obligation of forming the CSM.
